Devon dwyer and mary alice parks Hey it's great to have you with us on the state of the Union night this Tuesday night a big moment here in the nation's Capitol a National tradition a moment to take stock in our politics to see stock in the state of our communities or homes or families and also of course the Congress and the President marriott isis is a big moment for President donald trump the second time that he's delivering the state of the Union the first time he's different but deliver in the Union to a divided Congress those Democrats are gonna be looking on tonight in a big way right tonight will be a striking tableau of divided government as the Democratic Speaker Nancy pelosi welcomed the President to her House the House but obviously Democrats took control in November when they won 40 seats so the first time the President will be facing a Democratic chamber but interesting the first time any President will face such a diverse crowd such a diverse chamber a historic number of women a hundred and two women just in the House alone 80 - nine of them Democrats only 13 female Republicans but I'm struck by this two of those Democratic women 40 - two women of color were just expecting such incredible pictures from tonight the most diverse Congress in us history it's really something when we were up on Capitol Hill earlier today marriott you could feel the energy in a lot of this not only in racial diversity general diversity but we also have diversity in age a striking number of millennial members of Congress we talk to alyssa slacking of Michigan earlier today she was excited about her first state of the Union address a lot of the women tonight are wearing White and you Right now the president's suvs has the beast as we call it I guess it's a limousine on steroids it's waiting outside the South lawn of the White House to carry the President up to Capitol Hill as we were saying a big night for him this is the thing that like this the reason this matters I think to President trump is the 2020 campaign officially has begun in fact he's gonna be addressing a half a dozen at least Democrats in the room tonight who have either declared their candidacy or expected to run camila harris among them she's hosting sort of a preview You have a facebook speech tonight as well we see Bernie sanders a little bit later he's an announced yet but it's expected to he'll be delivering the response and as you see live pictures here of statuary Hall this is the entry way to the House chamber you see of course all the media here but also members of Congress their guests their special guest tonight pouring into that chamber and hanging over all of this materials is the clock ticking down to yet another possible government shutdown we have 10 days of government funding left right now on the clock a lot of these members we heard from today a lot of our viewers still very Much remember the painful 30 - five day historic record government shutdown that delayed the state of the Union well tonight but 10 days before runs out again is is looming large you know this was the President that famously said while campaigning that he alone could fix problems facing this country and yet obviously tonight a reminder that it's really helpful to have Congress on board he learned that the hard way with the first government shutdown when Nancy pelosi and he went toe to toe over funding for a Wall and you're exactly right he needs Congress Whether or not they reach a deal or they send something to the White House Congress is gonna have to approve some kind of funding to avoid another government shutdown in just a few days the White House telling us today the President very excited about taking the platform we know he loves to speak in Prime time on his mind has to be this number the latest polling from Cbs news in the Washington post finds that this President is gonna take the podium tonight inside the House chamber with the lowest approval rating of any American President in modern history at the two year Mark I think we have the numbers 37 percent approve of donald Handling the presidency 50 percent disapprove remarkably no low number and just take a look at this number marriage you were talking about women tonight the importance of women's issues take a look at his approval among women a stunning just 27 percent 37 percent think it's actually 27 percent of women approve of his job performance right now that's quite something as he heads into a 2020 campaign our mary bruce up on Capitol Hill she's in statuary Hall right now joins us live mary set the scene for us What's happening as we see with a picture playing out behind you well actually right now I'm watching but appears to be the vice President and the leaders of Congress walking and I just bought a mitch mcconnell chuck schumer everyone coming through statuary Hall making their way there to the floor of the chamber and as you've been discussing guys this is a very different crowd for the President tonight of course the first time he will be giving a state of the Union speaking before a divided Congress but before a Sea of opposition so many of them of course who are eyeing a presidential run as you mentioned devon also of course the new Nation of Democrats but the President will be speaking before we've been seeing and talking with so many of them today there is a sense of excitement for many of these new members here of course this is their first chance to to see a state of the Union but the President is also facing you know so many of these members that won in the backlash of the midterms the backlash to his administration it will be so interesting to see how the President what tone he takes as he is facing a set a remarkably different crowd you know we're always watching the crowd very carefully during this To see when people applause when they're raising their eyebrows the President is used to getting a lot of applause in this speech that is not going to be necessarily the case I think he will still of course here plenty of cheers see plenty of members on their feet but the President should also be bracing for a fair amount of stony silence as well from so many of these Democrats will be fascinating too if any Republicans don't applaud on expected applied lines mean mary you've been talking to Senate Republicans who had a choice words for this President in the last few days over foreign policy and even domestic policy with the Wall how do you think Republicans feel going into tonight it is interesting materials we have been seeing an increase in pushback from a lot of Senate Republicans especially over foreign policy they've been quite vocal in their criticism of the president's decision to try and pull troops out of Syria out of Afghanistan and also you know pushing back on the President and this possibility that he could still declare a National emergency to go around Congress and use other military funds to build his border Wall that is not a popular move here among even many Republicans and This bigger sense of this speech and I really is in many ways sort of the last best chance for the President to hit the reset button this is the last time you may have such a solo captive audience in a sense because of course 2020 is getting underway you're seeing these cracks among some Republicans and it is a chance for the President to try and sort of start fresh set a new tone the question appear is always how long does that last because we've heard this before from the President where he's come here to Capitol Hill made appeals for unity called for bipartisanship hit on some of those areas where the party is Work together but as Democrats have been telling me all day even Democratic leader chuck schumer told me earlier today look essentially the President can't just talk the talk he has to walk the walk and while he's previously made these calls for unity the question is what happens in the hours after the speech what happens tomorrow morning when he again most likely turns to twitter a refrain we heard over and over again today from Democratic and Republican members marriott and I am up there talking to many of them deeds not words senior congressional correspondent mary bruce thank you so much as we see the vice President of the United States now take his place as a President The United States Senate he escorted members of the Senate into this House chamber this speech by tradition is held at Nancy pelosi's invitation in the House chamber and they are the two leaders in line of succession behind President trump should something happen to him seated together at the top of the roster will be all eyes on Nancy pelosi tonight as she is just about to call the House to order as people take their seats for the state of the Union address and marriott says we look at these members filling in again sent members of the Senate coming down the Central aisle fascinated To always take a look at the polls that we do know that there were a number of protests as being stage tonight several protests in color choices in in messaging of the pins that are worn some of them for immigration some of them for women's rights advocacy for victims of sexual assault victims of gun violence exactly the gun violence theme is also very prominent in there we see cory booker senator of New Jersey who just announced his presidential campaign last week he he among those and here we have congressman Mark who made history by changing the rules in the House so that she could wear her his job she is a trailblazer and a rising star in the Democratic party and so we'll continue to watch this members come in now is that Nancy pelosi does not gavel us into session here and we're counting down to the 90 'clock eastern start time of the state of the Union address we want to bring in now one of our good friends from 530 eight clare malone joins us she's been taking a look at the numbers of years past the impact state of the unions can have on presidential approval ratings also studied Radiance of who's actually watching the state of the Union tonight let's bring in claire lunching with us in New York let's start with with the poll numbers marriott and I just talking about the president's record low poll numbers coming into the speech you've sort of done an analysis here does the state of the Union heavy impact can it have any impact on the president's popularity on his approval rating well history tells us that it probably isn't gonna have that big of an impact on his approval rating you see sort of margin Bumps for President either approve or disapprove after state of the Union just interrupt you for just a second clear malone as we see live picture of President trump now getting in the beast on the South lawn of the White House for the drive across Pennsylvania Avenue with a wave there we know that he's been spending a several hours the past couple of days rehearsing the speech with a teleprompter and some of his closest Aids in the map room at the White House he's been carefully crafting this speech with Stephen Miller his closest for a policy adviser Domestic policy advisor rather and someone who's a bit of a hard liner on immigration and we'll have much more to say about immigration that being a Central focus of this speech hanging over those discussions but let's get back to claire malone at 538 claire you are just beginning to tell us that you have looked at the history and what does that tell us about the impact the state of the Union can actually have on the president's poll numbers yeah the state of the Union doesn't have as big an impact as you might think it usually has kind of a negligible marginal marginal effect something like a pole Convention speech is much more likely to see a candidate or President have a a bump in approval the state of the Union is kind of it's not gonna make all that big of a difference in trump's approval rating which isn't doing all that well right now yeah and who normally watches we've heard in the past that the audience can can swing dramatically depending on who's in office is that true yes chances are if you're watching the state of the Union right now you're more likely to be Republican it's usually Partisan to watch the state of the Union so if it's a Republican President you're gonna have greater Republican viewership if you're gonna have a Democratic President there's gonna be greater Democratic leadership it's a little bit of a cheer on the captain of the team sort of event that is so interesting but I have to say Kevin is also just interesting to see these faces right there we just saw senator Elizabeth Warren of massachusetts who also has announced explored to our Committee looking for a run for President right there kristin jill brand who has said that she is in for the long haul and running for President it is Fascinating that they are all already challenging the man sitting in the White House while they sit there in the chamber tonight and watch him deliver this address and we're seeing a Sea of White out there among these women and never them tonight did so in honor of the surf rejects we saw them taking pictures as a group and and you start to see it there and there's kitchen here's Joe brand again but clear give us your prediction tonight to go back to to what this might mean for President trump this speech you took a look at what happened last year he went into the speech with a decent approval rating in our abc C news Washington post poll he got a little bit of a bump by Analysis but there hasn't always been above for presidents coming out of this no there hasn't and I'm I'm kind of you know I'm sort of skeptical just to think that that he might get a bump I think he's really he's really coming off of a precipitous dive in his approvals and you know I think he's he's gonna lay out a lot of policy proposals tonight we've also found that you know presidents layout tons and tons of policy proposals and these speeches within a year a lot of these proposals aren't passed so it's it's kinda kinda be his chance to sort of say look I'm hitting the reset button let's talk about unity but we also have the The the the notion of another shutdown kind of looming in the back of everyone's mind so not sure where his approval rating is gonna go after this one yeah a lot of people have their opinions baked in in ahead of this speech people dug in in their corners in this country we see that in the polling we hear it anecdotally as well clear malone with 538 thank you so much and as you were alluding to claire the you know the issue at the Center of the speech really setting the stage for for this moment in time is the issue of immigration and what's going on on our southern border it's great We have Maria fraley here with us again this year you were with us last year at the hawk and dove great to have you back now you are we should say an advocate with Ford dot u s which is a bipartisan immigration advocacy group but you're also a dreamer and her family is from peru and you've been in the country for about 10 years now 20 years financials okay so as you're watching the speech tonight what are you hoping to hear from President trump well first of all thank you for having me I think it's so crucial to be able to have these conversations and uplift the voices of the individuals who are impacted you know Reality is that I've been living with a ton of uncertainty and anxiety since this President took office over two years ago at this time and what I'm really hoping for is for him to call unity for him to call for a bipartisan approach to fix the issue that lays ahead for creamers and holders but I think you need to do it in a way that doesn't compromise other parts of our immigration system right like it can't have all these really bad cuts to the asylum system to legal immigration and it has to be something that's permanent it can't just be something that's temporary or a deal that he offers that is only towards He took away in the first place as we've seen them do in the past we've talked to some members of that conference Committee the bipartisan Committee that's charged with figuring out how to fund the government specifically how to fund the Department of homeland security there was talk that they might reach an agreement that would include some pathway for dreamers get at status like you were talking about but others say that's just too big for the scope of this Committee what do you think are you expecting that Committee to in the next few weeks to address dreamers or or you prepared that that might be a pretty narrow scope of the deal they make you know I think Congress needs to try whenever there's an opportunity and speaks for them to try to find a permanent solution to these wonderful communities at the end of the day but the reality is also that the past two years we've seen a variety of different attempts right and I'm still standing here with you too without permanent protections you know my my current expires in under a year like I don't know what's gonna happen come January sixteenth of 2020 if I'm gonna be able to continue working am I gonna have to move out of my apartment am I gonna lose my ability to drive in the Daddy is that for a number of years now I've been living with us certainty so the past two years and even today it's kind of just an emotional roller coaster seeing what the President is gonna say see what members of Congress are gonna say but really putting the ball in their court and waiting for the President and members of Congress to reach an agreement and pass permanent protection we're probably thank you so much for coming in we know you're sticking around so we can hear from you and get your perspectives on the tail end as well as we see now a live picture of lindsey graham talking with mitch mcconnell the Senate Republican leader we also saw there that So the members are now entering into the chamber we're getting closer to that 90 'clock start time for the state of the Union I want to get a little bit of a different perspective now on the immigration issue as we head into tonight with that expected to be a significant portion of President trump's second state of the Union address and I want to go now live to antelope Wells new Mexico where we're joined by Chris massey he's a farmer of been in the town for since the 19 forties his family has been there since the 19 forties he farms alfalfa bermuda grass among other things in his Experience first hand the issue of illegal immigration at the border Chris great to see you thank you for joining us here on bbc news live as you await the President tonight what are you expecting what are you hoping to hear from him well thank you for having the opportunity to talk to you guys tonight I appreciate that and tonight I'd like to see President trump come out with a concrete plan step by step what he wants to do how he's gonna bake Congress and Senate work together with him To address these issues that we have down here on the border these issues are serious and we need help and we'd like to see President trump and members of Congress work together to come up with a bipartisan solution to fix these problems that we're dealing with daily down here and where do you stand on the idea of a Wall is that a must have in your mind in my opinion yes I I don't know that necessarily has to be a Wall but it has to be a physical barrier that slows down the Impedes the illegal immigrants were being overrun down here in our little area in hidalgo they're catching many many large groups of hundred or more people and it's overwhelming our system down here we're finding out that the people coming across they tend to be more aggressive now and we're dealing with more home invasions more pickup stolen more vehicles stolen different things like that and there needs to be a solution it needs to be a bipartisan solution but in order to have bipartisanship everybody's gotta come to the table they can't just President trump trying everybody has to try Chris massey joining us from antelope Wells new Mexico we appreciate your perspective Chris we know you're gonna stand by and join us after the speech for some reaction as well thank you so much for that meanwhile guys we've just seen how Speaker Nancy pelosi gavel in now this the joint session of Congress we see the vice President speaking getting ready now to to to welcome the President into the chamber and again seeing the guests stream into the Upper tears there of the House chamber we saw gerry cushier and during in among others in the trump family also some of the special guests at the White House has invited including a sixth grader joshua trump who is not related to the President but the White House says he's been bullied because of his name will be interesting to see how he's referenced and we're just learning now just breaking news that the White House has indicated who their designated survivor is the member of the trump Cabinet that will not be in the chamber it's Rick Perry the energy Secretary he is not in attendance tonight if God forbid the worst case scenario happened so we will know that Rick perry will be standing by the part of the reason there is so much discussion about this today devin was because so many members of the president's Cabinet not yet confirmed by the Senate and really really in a number of those serving in an acting capacity and that made them not eligible to be the designated successor and it really goes to Just how much this President still needs this chamber both chambers he needs the Senate to get on board and confirm his nominees so that he can have a seated full Cabinet this year and we're just learning the president's motorcade has arrived at the United States Capitol so expecting him any moment now that we see tiffany trump the president's youngest daughter who has been a quite a bit out of the spotlight since graduating from business school but there she is along with lara trump who is heading up the trump campaign and we are happy to be joined now by the state of the Union color reclined who has covered many state of the Union at abc Cbs news political director give us your big picture take on what you are watching for tonight and you know this is sort of lost some of the novelty of the first state of the Union for donald trump the excitement everybody was sort of hoping to see what he would do in the chamber it but now you know we kinda know what we're getting with donald trump and so I think there's that sort of rubbed off but what are you watching for tonight to see make this distinctive we're at the midterm and you can't start over when you're halfway through your term and there's no member of Congress in the chamber that's gonna hear those calls for bipartisan Citizenship in unity and say huh okay this is trump okay we get it now if you if you're not gonna buy it before you're not gonna start buying it now and most members of the public the same way people have made up their minds about President trump it doesn't mean he can't start a new conversation that doesn't mean he can't turn over a new leaf but it doesn't mean that there's a there's a limited band width you have in terms of how you're able to define yourself to the American people and to the Congress we are in a moment right now we just came off the longest shutdown in the history of the United States we're only 10 days away from another potential shutdown we know that the Partisanship doesn't really last beyond the evening like this and I don't think there's gonna be much hope for that beyond that but for indications of how the President sets him up sets himself up for this next two years and for his next political year in addition to all those those those White suits and pants suits out there the women the female members of Congress you've got maybe a dozen members of Congress who want to be President themselves and in some ways this is the start of the 2020 campaign season it looks like we're getting ready to announce the next waves of of gas into the House chamber here Rick you're gonna walk We're still waiting this members of the Supreme court the members of the joint chiefs of staff will maybe coming here it does look like all the members of the House and the Senate who are in attendance or have taken their seats that we should say there are some that decided to boycott again this year and Democrats decide to boycott the speech yeah it looks like a couple of years ago the waves of bipartisanship in the trump era meant you were gonna bring a a member of Congress from the other side of the aisle to be I remember that date date night yeah so Democrats and Republicans might come so quick now sitting together right now Era of resistance that's right and members who ran and won on the Democratic side in pure opposition something even ran talking that I were talking about impeachment I mean this is this is impart a pretty hostile crowd yeah it's a totally different congresses different demographically it's different in terms of gender balance and it is different in terms of attitude you have so many members of Congress many of them very young in there for the first time that are now taking stock of the President something that were gonna be in the same room with the President for the first time tonight and I'm curious what their Facial expressions are like I think Nancy pelosi looming over the chamber both literally and figuratively over President trump's shoulder that's a different dynamic and of course the Congress that she now leads that's only really begun the oversight the scrutiny the new face of this trump presidency that it really is not dawned on the President he hasn't been forced to confront that in part as a consequence of the shutdown and so much of the story tonight as you say is gonna be around the President as we're seeing here camila harris of California who is just announced a bid for the presidency herself talking to a member of the joint chief of chief of staff frequency who that was but interesting tonight Rick in mario's we do know The speech is gonna be 40 to 50 percent on foreign policy according to the White House and I'm struck by those general seated there we just heard today from general hotel the general that leads dot com who said he was asked in a Senate hearing had he been consulted by the President before President trump pulled out of Syria and he said no I have not It looks like we're getting ready to announce the members of the Supreme court who are in attendance tonight we see chief Justice John roberts and the two justices that President trump appointed to the bench brett kavanaugh making his first state of the Union appearance Neil Gore sits there and the only sort of liberal member of the court if you will alina kagan there a lot of speculation now ricky we have been talking earlier in the week about Justice ginsburg she's she's obviously not here tonight but when she was spotted in public yesterday yeah and I think that the lack of attendance will be will be notable of course is no requirement for members the scream court to attend that sometimes when a controversial thing attendant to non attendance but she's not there tonight I wait to President we do not have the Supreme court members of the joint chiefs of staff in the room as well and maryland's policy you spent that they have been talking about talking with and about some of the guests that are up above that the cameras are focused on right now there are a lot of everyday Americans that have been invited in in that part of the the chamber right this is a longstanding tradition members of both the House and the Senate inviting people from their districts that represent issues that they're concerned about I talked today to a transgender Navy veteran from new hampshire the congressman there Really concerned about the president's decision to limit the participation of transgender men and women in the military talk to another woman from Michigan just outside flint who's advocating against water contamination in her hometown these are these kinds of issues that people are grappling with every single day back at home and members used tonight as a way to make a political statement and so much of what these justices you're seeing here at the Supreme court want to avoid tonight is being part of political statements or making political statements it's always fun to watch them keep a straight face of course they will not stand and applaud at any point in the night But Rick they also have a full to talking about politics and the Supreme court full docket a big issues headed their way data the United States census potentially Robert mueller related challenges all ahead of the court just this term and in so many of those have to do directly with decisions that President trump and his administration have made it we forget sometimes in in the blur of news in the trump era how much he has challenged the other institutions to respond to him how much he has dominated politics utterly and completely in two years and here comes first Melania trump into the chamber usually gets a very warm reception I would expect the President to give an image of her be best initiative let's take a listen to the applause Even the first lady getting some applause from Democrats there we just saw and now shaking hands with a couple of her a couple of her guests has one glove on shakes hands with the globalist hand and that little boy as you can see him there on the end on the right the cameras just zooming in over his head as I mentioned earlier joshua trump from wilmington delaware getting a lot of buzz today online he is a little six grader who's believed apparently because of his name he's not related to the trump family but I would imagine tonight the President Perhaps a little richly say someone who likes to bully people on twitter is expected to call out the bullying of this child and and give not to the first lady's initiative people that's been such a big part of what she's hoping her legacy will be fighting bullying fighting cyber bullying but wow there with that wide shot you really see all those women those women in White honored honoring this this moment this moment in history like we were saying a hundred and two women they are just in the House alone They're 25 female senators a historic number we've never had so many I looks a little bit more like America we were talking about earlier this is historic and and that's part of what makes tonight's special and Rick as we see the entry of the president's Cabinet here my pompey o Secretary of state Steve minutia they're the Treasury Secretary coming in and talk to us about the Democratic response tonight it's sort of an unconventional pick will be carrying it here at Cbs news live when the President wraps it's Doesn't have political office right now but if a very interesting figure in the politics of the past year stacy abrams a few months ago lost her bid to become Georgia governor closer than a lot of people thought but still she does not currently hold office and to give this response she is an African American woman shooting the first governor of any state to be an African American woman and it speaks to the way that the party wants to communicate with the American people about how the party has changed it is changing to find someone that the party still considers to be a rising star even if she doesn't have a title before her name so be interesting to hear from her we will hear from her we'll have continued analysis from the entire abc's news t After that we will be back here for a full half halfway Mark of his term this will be the third time the President appeared in the House chamber but what a difference one year and one election can make for the first time a Democratic Speaker Nancy pelosi will be sitting over the president's shoulder she is now the most powerful woman in America leading a new House With more women and minorities than ever before as we're looking here at first lady melania trump and the president's Cabinet there Secretary of state Mike pomp mayo they're sitting in chamber with the first new cars be sworn in during a government shutdown the longest in our history that delayed this speech tonight by a week and it's driving the president's approval rating dental 37 percent in our latest poll the lowest ever for President two years in so despite a strong economy that continues to reduce jobs at a solid clip the President does have his work cut out for him tonight facing a divided Congress and a divided country single of the new senators there mitt Romney of course he ran for President in 2012 Tonight with our whole political team I wanna start with world news anchor David here at the Capitol and David we have the chance to join the President at lunch today he knows he has to address these deep divides no question about that George is part of our tradition that dates back years with previous presidents as well anchors at reporters invited to the White House on these days when the state of the Union is delivered but as you mentioned George it's a divided Congress and divided country and the President knows that he talked today about having to go in there and make the case that there is room for unity on uncertain issues where hopefully both parties can see that Is a solution that they can combine forces on and in fact we've learned tonight people say it's not a Republican or a Democrat agenda it's an agenda for the American people but as you point out a very different conversation skin in front of a lot of people will also be watching the House Speaker Nancy pelosi sitting right behind him she said late this afternoon that she's helping for pockets of compromise tonight George listening to him if he brings up infrastructure and drug price President of the United States S Introducing the President make the walk down the Shake a few hands we did see Nancy policy there mary bruce our senior congressional correspondent she says she wants this House to give the President a welcome but they know she knows that bipartisanship is gonna be pretty tough these next two years yeah any calls from the President for unity here tonight are going to be a very tough sale because you see the President here coming face to face with the new power dynamic here in Washington the power struggle between the President and Nancy pelosi will be on full display tonight as she sits there over his shoulder throughout this entire speech and look what they do in many ways of a friendly cordial relationship there is no United States is now the number one producer of oil and natural gas anywhere in the world And now for the first time in 65 years we are a net exporter of energy After 24 months of rapid progress our economy is the envy of the world our military is the most powerful on Earth by far America is again winning each and every day Members of Congress the state of our Union is strong That sounds so good Our country is vibrant and their economy is thriving like never before on Friday it was announced that we added another 304000 jobs last month alone almost double the number expected An economic miracle is taking place in the United States and the only thing that can stop it our foolish wars politics or ridiculous partisan investigations If there is going to be peace and legislation there cannot be war and investigation it just doesn't work that way We must be United at home to defeat our adversaries abroad this new era of cooperation can start with finally confirming that more than 300 highly qualified nominees who are still stuck in the Senate in some cases years and years waiting not right The Senate has failed to act on these nominations which is unfair to the nominees and very unfair to our country now is the time for bipartisan action believe it or not we have already proven that that's possible in the last Congress both parties came together to pass unprecedented legislation to confront the opioid crisis sweeping new farm bill historic Va reforms and after four decades of rejection we passed Va accountability so that we can finally terminate those who mistreat was deeply moved in 1997 alice was sentence to life in prison as a first time nonviolent drug offender over the next 22 years she became a prison Minister inspiring others to choose a better path She had a big impact on that prison population and far beyond alice's story underscores the disparities and unfairness that can exist in criminal sentencing and the need to remedy this total injustice she served almost that 22 years and had expected to be in prison for the remainder of her life June I commuted alice says when I saw alice is beautiful family greeter at the prison Gates hugging and you tonight that I will never abolish our heroes from my spank you My administration has sent to Congress a common sense proposal to end the crisis on the southern border it includes humanitarian assistance more law enforcement drug detection at our ports closing loopholes that enable child smuggling and plans for a new physical barrier or Wall to secure the vast areas between our ports of now making it clear to China that after years of targeting our industries and stealing our intellectual property the theft of American jobs and wealth has come to an end Therefore we recently imposed tariffs on 250 billion dollars of Chinese goods and now our Treasury is receiving billions and billions of dollars but I don't blame China for taking advantage of us I blame our leaders and representatives for allowing this travesty to happen I have great respect for President she and we are now King on a new trade deal with China But it must include real structural change to end unfair trade practices reduce our chronic trade deficit and protect American jobs Another historic trade blunder was the catastrophe known as nafta I have met the men and women of Michigan Ohio Pennsylvania indiana new hampshire and many other States whose dreams were shattered by the signing of nafta for years politicians promised them they would renegotiate for a better deal but no one ever tried until now our new Us Mexico Canada agreement the us m C will replace nafta and deliver for American workers like they haven't had delivered to for a long time I hope you can pass the us C into law so that we can bring back our manufacturing jobs and even greater numbers expand American agriculture protect intellectual property and ensure that more cars are proudly stamped with our four Awful words made in the us Tonight I am also asking you to pass the United States reciprocal trade act so that if another country places an unfair tariff on American product we can charge them the exact same tariff on the exact same product that they sell to us Party should be able to unite for a great rebuilding of america's crumbling infrastructure I know that Congress is eager to pass an infrastructure bill and I am eager to work with you on legislation to deliver new and important infrastructure investment including investments in the cutting edge industries of the future this is not an option this is a necessity the next major priority for me and for All of us should be to lower the cost of health care and prescription drugs and to protect patients with preexisting conditions Already as a result of my administration's efforts in 2018 drug prices experienced their single largest decline in 46 years But we must do more it's unacceptable that Americans pay vastly more than people in other countries for the exact same drugs often made in the exact same place this is wrong this is unfair and together we will stop it will stop it fast Crime asking Congress to pass legislation that finally takes on something to work on if they if they choose to which is paid for That is something that women in Congress have been trying to get done for a very long time and if they're willing to work with him that might be something get done but that's a big if on a lot of things tonight George Chris christie former Republican governor Jersey ally of President truman abc's news contributor one line that did not get some across from Democrats if there's going to be peace and legislation there cannot be war and investigation the President making an interesting choice or to bring up the investigation the Robert mueller investigation no they didn't say by name a choice that echo Richard Nixon who brought up watergate said it must end in 1974 in 1998 1999 Bill Clinton didn't mention the investigations the Monica lewinsky scandal at all Well listen George I think you know he gave Democrats there tonight a lot of opportunity if they wanted to and they didn't take much of it to applaud whether it's lower prescription drug prices whether it was coming together on issues like infrastructure and and he wanted to draw line too that he was gonna make sure they understood that if investigations got out of hand by the Congress that it was gonna slow their ability to do the kind of bipartisan things he was recommending and so I think the President said the Tony wanted to set tonight but remember something this is still donald trump so he's gonna draw a line and let them know that if they get Control on congressional investigations then that's gonna slow down his willingness to work with them on all the different areas he talked about in speech David mirror he also said that it wasn't just as investigations that they gave in the way of progress it is foolish wars endless wars you're just back from Afghanistan this week and met with the commanding general general Miller the President I talked about getting out of Afghanistan did not give a date certain set some conditions had absolutely right she didn't give a date for that draw down of u s troops in Afghanistan but as he said in his state of the Union tonight great Nations do not fight endless wars he talked about the Taliban talks that that four star general confirm to us we're ongoing he considered them encouraging significant and he said to me over the weekend in cobble that if there's going to be End game to this war in Afghanistan it's going to be a political one not one that comes from the military and you heard the President tonight said they are accelerating those constructive talks and if we see progress in these negotiations we will be able to reduce our troop presence in Afghanistan and general Miller told us when we asked him point blank have you received the order for any type of draw down yet he said no not yet but he is the general on the ground said he will respond to the policy makers in Washington and to the President he indicated to me That he can't do this in Afghanistan with the reduced footprint so perhaps we will see that in the months to come George mary bruce it was fascinating to watch how Speaker Nancy pelosi to that hour and 20 months really remarkable to watch her reaction throughout that entire speech at moment she's going to be cat keeping track of the president's remarks there looking over the papers in front of her and look she made very clear she disagreed with the President when he issued what was a pretty stark warning to Democrats that they should not be investigated If they want to maintain any hope for compromise pelosi sugar head you are audible grown for many of the Democrats there that is something that Nancy pelosi simply is not going to rain in she's made that very clear that the President expects them all to dial back their oversight responsibilities he can think twice about that and then of course on the issue of the Wall because that is the most pressing issue here before this Congress work we have just 10 days for lawmakers to somehow come together and try and strike a deal to prevent yet another shutdown the President made very clear he said he thinks walls work Save lives a lot of Democrats disagreeing with that sentiment and Nancy pelosi making very clear that that is still a huge sticking point between she and the President to see if they can spend more time on the Wall than any other single issue tonight and despite the fact that 60 percent of Americans George do not actually want this Wall this is his issue if Democrats were hoping to hear an agenda that both parties can get behind with the shutdown looming in just a matter of days now they didn't get that tonight despite the fact that Chris christie said that he laid out these applause lines for Democrats there was no wiggle room will you if you if you will on on the Wall but he did say it's not a concrete That's his new line now it's a it's a see through Wall and a few were about 10 days away from that deadline just a couple of minutes away from the Democratic response stacey abrams of course you ran for governor of Georgia this year failed Democratic candidate but she's giving the Democratic response tonight we'll be right the governor of Georgia who's about to give the Democratic response she's speaking from Atlanta tonight she will likely as we've seen from excerpts pushed back on some of President trump's rhetoric tonight on immigration speech where President trump did not appear to move from his uncommon Amazing positions he insisted that he have a Wall as that those negotiations get underway now just 10 days from another potential government shutdown stick with us here on abc's news live as we get ready now to hear the Democratic response to President trump's third state of the Union address right now And we're back now with the Democratic response that will be stacey abrams she's the Democratic leader of the House in Georgia ran for governor of Georgia this year and lost and donna Brazil I said it was an unusual choice why are the Democrats doing it because she's an inspiring choice while she's not in in public office right now she represents the future of our party she embodies everything that not just the party believes but the country and inclusive city as well as expanding opportunity for all people she will she will be speaking from Atlanta Georgia she's gonna be speaking but an auditorium the Internet Brotherhood of electrical workers down there surrounded by Georgia residents this was a choice made by the House Speaker Nancy pelosi the Democratic leader chuck schumer stacey abrams speaking to us from George tonight she'll be giving the Democratic response Good evening my fellow Americans and happy lunar new year I'm stacey abrams and I'm honored to join the conversation about the state of our Union growing up my family went back and forth between lower Middle class and working class yet even when they came home weary and bone tired my parents found a way to show us all who we could be my librarian mother taught us to love learning my father a shipyard worker put in overtime and extra shifts and they made sure we Volunteered to help others later they both became United methodist ministers an expression of the faith that guides us these are our family values faith service education and responsibility now we only had one car so sometimes my dad had to hitch hike and walk long stretches during the 30 mile trip home from the shipyards one rainy night by mom got worried we piled in the car and went out looking for him and we eventually found Dad making his way along the road soaked and shivering in a shirt sleeves when he got in the car my mom asked if he left his coat at work he explained that he given it to a homeless man he met on the highway when we ask why he given away his only jacket my dad turned to us and said I knew when I left that man he'd still be alone but I could give him my coat because I knew you were coming for me our power and strength as Americans lives in our hard work in our belief in more my family understood firsthand the whole success is not Guaranteed we live in a nation where opportunity is possible but we do not succeed alone in these United States when times are tough we can persevere because our friends and neighbors will come for us our first responders will come for us it is this mantra this uncommon grace of community that has driven me to become an attorney a small business owner a writer and most recently the Democratic nominee for governor of Georgia my reason for Running was simple I love our country and its promise of opportunity for all and I stand here tonight because I hold fast to my father's credo together we are coming for America for a better America just a few weeks ago I joined volunteers to distribute meals to furlough federal workers they waited in line for a box of food and the sliver of hope since they hadn't received paychecks in weeks making livelihoods of our federal workers upon for political games is a disgrace The shutdown was a stunt engineered by the President of the United States one that defied every tenant of fairness and abandoned not just our people but our values for seven years I led the Democratic party in the Georgia House of representatives I didn't always agree with the Republican Speaker or governor but I understood that our constituents didn't care about our political parties they cared about their lives so we had to negotiate criminal Justice reform or transportation or foster care improvements the leaders of our state didn't shut down we came together and we kept our It should be no different in our nation's capital we may come from different sides of the political aisle but our joint commitment to the ideals of this nation cannot be negotiable our most urgent work is to realize Americans dreams of today and tomorrow to carve a path to independence and prosperity that can last a lifetime children deserves an excellent education from cradle to career we owe them safe schools and the highest standards regardless of zip code this House response timidly while first graders practice active shooter drills and the price of higher education grows ever steeper from now on our leaders must be willing to tackle gun safety measures and face the crippling effect of educational loans to support educators and invest what is necessary to unleash the power of america's greatest minds in Georgia and around the country people are striving for a Middle class where Truly equals economic security but instead families hopes are being crushed by Republican leadership that ignores real life or just doesn't understand it under the current administration far too many hardworking Americans are falling behind living paycheck to paycheck most without labor unions to protect them from even worse harm the Republican tax bill rigged the system against working people rather than bringing Jobs plants are closing layoffs are looming and wages struggle to keep pace with the actual cost of living we owe more to the millions of everyday folks who keep our economy running like truck drivers forced to buy their own rigs farmers caught in a trade war small business owners in search of capital and domestic workers serving without labor protections women and men who could thrive if only they had the support and freedom to do so we know Partisanship could craft a 20 first century immigration plan but this administration chooses to cage children and tear families apart compassionate treatment at the border is not the same as open borders President reagan understood this President Obama understood this Americans understand this and Democrats stand ready to effectively secure our ports and borders but we must all embrace that from agriculture to health care to entrepreneurship America is made stronger by the presence of immigrants not walls And rather than suing to dismantle the affordable care act as Republican attorneys general have our leaders must protect the progress we've made and commit to expanding health care and lowering costs for everyone my father has battled prostate cancer for years to help cover the cost I found myself sinking deeper into debt because while you can defer some payments you can't defer cancer treatment in this Nation Americans are skipping blood pressure pills forced to choose between buying medicine or paying rent maternal mortality rates show that mothers especially black mothers risk death to give birth and in 14 States including my home state we're a majority want it our leaders refuse to expand medicaid which could save rural hospitals save economies and save lives we can do so much more take action on Climate change defend individual liberties with fair minded judges but none of these ambitions are possible without the bedrock guarantee of our right to vote let's be clear voter suppression is real from making it harder to register and stay on the rolls to moving and closing polling places to rejecting lawful ballots we can no longer ignore these threats to democracy well I Knowledge the results of the 2018 election here in Georgia I did not and we cannot accept efforts to undermine our right to vote that's why I started a non partisan Organization called fair fight to advocate for voting rights this is the next battle for our democracy when we're all eligible citizens can have their say about the vision we want for our country we must reject the cynicism that says allowing every eligible vote to be cast and counted is a power grab Americans understand that these are the values are brave men and women in uniform and our veterans risk their lives to defend Foundation of our moral leadership around the globe is free and fair elections where voters pick their leaders not where politicians pick their voters and this time of division and crisis we must come together and stand for and with one another America has stumbled time and again on its quest towards Justice and equality but with each generation we have revisited our fundamental truths and where we falter we make a men's we Jim crow with the civil rights act and the voting rights act yet we continue to confront racism from our past and in our present which is why we must hold everyone from the highest offices to our own families accountable for racist words and deeds and call racism what is wrong America achieved a measure of reproductive Justice in roe v Wade but we must never forget it is immoral to allow politicians to harm women and families to advance a political agenda we affirmed marriage equality and yet L B t q community remains under attack so even as I am very disappointed by the president's approach to our problems I still don't want him to fail but we need him to tell the truth and to respect his duties and respect the extraordinary diversity that defines America our progress has always been found in the refuge in the basic instinct of the American experiment to do right by our people and with a renewed Commitment to social and economic Justice we will create a stronger America together because America wins by fighting for our shared values against all enemies foreign and domestic that is who we are and when we do so never wavering the state of our Union will always be strong thank you and may God bless the United States of America Big smile there from stacy abrams maybe the toughest speech in politics to pull off she made her bid with vivid language and energetic delivery direct shots at the President matt she didn't say the president's name but the contrast could not have been more clear and more dramatic and I thought as I watched it that was very difficult to hold that stage and she held it well is she actually had more language of bipartisanship that the President did in his speech the President said he was coming with comedy and the Congress the Democrats responded with comedy sort of laughing at him grinning adam and I think the Americans looking at Washington they think it's a tragedy but I think she did a wonderful job in that moment but out of the Of this I don't see bipartisanship coming join us for I am asking Congress to pass legislation The late term abortion That was a line there that divided the chamber tonight Republicans say a wedge issue in late term abortion bringing meghan Mccain meghan you haven't been the biggest fan of the President but this is an issue that resonates with Republican voters and those legislators are to say it just resonates with a lot of American voters the polling on this suggest that 70 to 80 percent of Americans including women and Democrats are against abortion pass 20 weeks you can thank ralph northam for bringing this conversation onto the National stage obviously the controversial governor is the one who ignited a firestorm with his radio interview over these comments it's interesting to note that Nancy pelosi guest tonight was the head of planned parenthood who spent over two million dollars backing ralph northam this is a political issue that is design To force Democrats to answer questions that they are necessarily comfortable answering whether or not this is the party of abortion being safe legal and rare or now going on to being the party of late term 20 week abortion but that is terry moran gonna be the president's goal here but you saw stacy evans right there talk about roe v Wade that's right and that is obviously one of the big cleaning issues in American life today but there were moments where you could almost see the possibilities of deals one on infrastructure and other on trade perhaps the biggest The President has done is changed the consensus around globalization Democrats like that too and they they might have a deal except they're at logger heads on everything else and martha raddatz on trade the President taking on China he needs China in these talks he's having with North Korea the President made news tonight announcing that summit with the North Korean leader this summit at the end of the month and he said in Vietnam but he also said if I had not been elected President of the United States we would right now in my opinion being a major war with North Korea I can't imagine any other President doing whatever possible to avoid work and of course President trump is the only one who's openly Threatened war with North Korea but he is correct saying our hostages have come home nuclear testing has stopped and there is not been a missile launch in 15 months the problem is George there has also been no nuclear station that's why they need that second summit that's what's coming up at the end of the month John Carl let me come back to you I think there's a real tension tonight in the president's speech we've been noting it he did want to at least appear to be reaching out to Democrats and did get as a terry said applause on trade applause on prescription drugs also on prison reform Also saw real energy in his voice in his body language when he had those lines taking on Democrats take the lines taking on Democrats the hard line on the war but George even when he was doing that it was notable he talked about the need to have the Wall on the southern border but he did not repeat his threat to shut down the government to get that Wall he used the word compromise when talking about it and George he did not say anything about declaring a National emergency so I thought that was actually most remarkable about this speech is the President coming into a chamber where he Relentlessly attacking Democrats they have been relentlessly attacking him he found a way to get applause on both sides of the chamber of course some of those issues you couldn't help but applaud ending childhood cancer ending v d nor the landing freeing the in the holocaust were lines that had to be applauded and of course the deadline for that next shutdown is coming up that is next Friday bipartisan group of legislators working right now we'll see if they come up with a deal the President can sign and we'll be right back All right our thanks to George the conversation continues right now here on abc's news live I'm devin dwyer in Washington with our deputy political director mary ellis parks marriott give us your big picture take on on this looking at it through the political prism 2020 hanging over this speech as we mentioned at the start of the show today a lot of 2020 contenders Democratic contenders watching this from the chamber what did you take away tonight in it through that lens in some ways it was an old speech to a brand new audience the President sounded like he has since he first took office painting a pretty Picture of immigration in this country talking a lot about crime and what he sees as negative impacts of undocumented immigrants coming into this country and familiar message our tough tone on the Wall but then you had this whole different scene there in the chamber women who are running for President already against him challenging him the historic number of women making up that House chamber visually striking in their White and reacting to him in real time in a way that he hasn't experienced before both sides making their statements tonight in their own respective ways and of course hearing from stacey abrams as well some interesting Lines from her on immigration talking about the need to be compassionate at the border on the southern border doesn't necessarily mean that Democrats support open borders also taking on the President directly on the idea of a shutdown she's called that a stunt engineered by the President and of course sort of the elephant in the room we said at the beginning of the night is the prospect of yet another government shutdown 10 days from now the government funding runs out it was seemed to be very little movement from the President on his hardline position as those negotiations get under way we want to bring in now one of the guests that we had with us at the beginning of the show this evening Maria barely she's here from Ford dot u s which is a bipartisan immigration group you're also a dreamer from peru 20 years ago in 1999 with your family and you wanna get your instant reaction and do you feel disappointed that the President didn't talk about the dreamers tonight even though that has been so much of this conversation about immigration and the Wall yeah you know I was slightly disappointed that he didn't bring up the issue of dreamers and ps holders but also not surprised with some of the things that he did elevate and I think it's important to raise that what he's talking about this huge emergency happening at our southern border apprehensions are down I believe over 80 percent since the high in the two thousands and security along the border is very very strong but what really surprised me He was talking about legal immigration because he's talking about wanting this huge numbers of legal immigration when his administration has proposed numerous legislative soul solutions to dreamers in legislative active bills that actually cut legal immigration Red hearing there he says we should limit illegal immigration let's promote legal immigration I want a lot of legal immigrants in fact just in a few minutes we'll head over to the fact check desk and take a look at that very statement our team has been pulling together some of the numbers Mario's you know the the immigration discussion it was has been so politically charged it was charged tonight the President bringing in those guests those families to paint a very dark picture of Maria was saying I don't know and I wanna also elevate that there were a lot of deck recipients P holders refugees ask guests of members so you did have the President who brought in some of these folks but you also did have a lot of really courageous voices in the audience who had traveled to dc to be with the members of Congress and really uplift the stories of the and the stories of the people that I administration Talking about face value he was talking about a need for unity and bipartisanship but they got the conversation on immigration he doubled tripled down on the idea of the Wall which again Nancy pelosi has said for her and her party is a non starter what was your reaction to stacey abrams message and do you think that her pitch tonight that compassionate treatment at the border is not the same as open borders is that something that you think will have some traction resonates with with you know with those independent voters as we head towards the 2020 election I think that it's having a voice About this and also making sure that the facts are out there about the border and the apprehensions and the crossings that are occurring are really significant to ensure that the American public is well informed as to what is going on down there but also like making sure that people understand that we're still living in a crisis where these individuals who are recipients and holders and other impacted individuals are living with all this uncertainty because we still have a solution to the problem that the administration released the first thing is the President himself at one point had talked about helping the dreamers as a bipartisan initiative Just about a year ago but the President said we can come together both sides agree on this so we'll see if in the next few months they can jump start those talks Maria great to fast at work right now checking some of the statements on both sides tonight and I do want to bring in our man leaving the show over here at Pennsylvania Avenue thanks so much Justin official heads the Pennsylvania Avenue unit and you know we were just talking over here about the immigration plan that the President made this was this was a big one tonight and you actually caught this if you guys don't know how talented devin is He's watching he's coming over to the fact check team telling us what we need to be doing and he's right I think we do I think we do have the sound of the President making this claim talking a little bit about what he feels for legal immigration and take a listen I want people to come into our country in the largest numbers ever but they have to come in legally tonight I'm asking you to defend our very dangerous southern border out of love and devotion to our fellow citizens and to our country S Right so false it's full application is false in the rise fall and what he actually did there's the ad lived a little bit from his prepared remarks he he took it just one step further he said I want them to come in and we're gonna send the largest numbers ever so just made it just took it to that next level it's said that wasn't in the prepared remarks it wasn't but the whole of the whole statement is simply not true we know that he has admitted the fewest number of refugees to date really I mean he's he's reduced that cap to 30000 that's down like 90000 from from the previous administration we That just last week he with with a small group of people he started saying people applying for asylum at the southern border need to wait in Mexico while those claims are processed he has shown a pattern of sort of wanting a reduction in immigration and look no further than that Supreme court battle he just won recently this year over his travel ban and surrounded himself by many advocates for immigration across the board not just illegal immigration so a bit of a fact check on the legal claims just official thanks so much you know you gotta get back to it over here and we do know are now joined by John Carl Chief White House correspondent and our senior congressional correspondent mary bruce both of them up on Capitol Hill great to see you guys so I wanna ask you about that moment where the President seemed insight it complete unity in the chamber with the cheering for all those women in White tonight sort of embraced there many of them sort of laughed at the President there was some some some chuckling it would seem perhaps lost on him that that they had to taken seats away from Republicans what was your impression of that moment guest we are in Room I mean it was pretty remarkable in the President and you're not supposed to be doing that wait a second I mean it was it was pretty amazing it was like a little bit of a two step process at first he mentioned all of the job growth and noted the percentage of new jobs that have gone to women I think it was 58 percent and you started to get some applause and you know and he had like you know get some of the Democrats that were determined to sit down for most of the speech look at each other saying hey yeah that's includes off so we got we got new jobs in the next line was A record number of women in the new Congress and of course it is that record number of women in the new Congress that led to the Democratic takeover of the con and as we were just discussing so many of those women of course ran essentially against donald trump and his administration so many of them have been quite open that they think the President needs to be impeached and of course we look at the numbers you now have this remarkable wave a hundred and 27 women in Congress but only I think it's 20 - one Republicans you know No as many of those new women there's new Democratic women are the moderates who want in in States and in districts where Republicans are strong where trump did well senator cinema of Arizona really stood out to me during the speech I don't know how many often she was caught by the cameras on the cut aways but she time after time would stand up and applaud in times when air all the Democrats around her remain seated she is very much I think going to carve out a role for herself As a moderate also you had congressman congresswoman span burger who won in in Virginia beating Republican Dave brat she was also one that stood out applauding even applauding as the President came in the chamber but I gotta tell you most Democrats did not applaud as he walked in this chamber and as soon as the speech was over all there were many bipartisan applause lines as soon as the speech was over devin they ran for the exits saw them streaming out here and that is not the they left the chamber before the President that is not something you normally see What it was you know John and mary one of the longest state of the Union speeches we've ever had in fact just last year when the President was about an hour it was the third longest speech so this way I think clocked in around 120 so one of the longest speeches before I let you guys go I wanted to ask you about some of the grumbling around the edges we with Nancy pelosi giving the hand signals to keep her caucus in line what was that like as you saw that unfold well you know and there was drama from the start with pelosi As you noticed when she when the President came up to deliver the speech traditionally you see the Speaker kind of invite him to speak that that did not happen and also God yeah jumped the gun and the President and there was some drama about this during the day that I caught on to devon the President did not congratulate Nancy pelosi becoming Speaker again and I am told there were two versions of the speech that were going around today one with the congratulations and one without and the President opted for the one without S Very interesting guys thank you so much our on tonight's speech from the southern border we talked before the before the speech tonight with Chris massey he's a farmer in new Mexico who shared his view his firsthand experience with illegal immigration coming over that border his family has been down there for the past 40 years farming Chris joins us again now Chris give us your quick hot take on what you heard President were you satisfied did you feel like he went far enough strong enough on immigration well honestly I thought it was pretty decent speech I wish you would have gone into a little more detail about what his plans were for this border Wall that he's proposing I personally support it I like how he talked about the financial barrier and how walls do work showing examples of San Diego and El paso I thought that was good Do you think rebuttal I felt that it's kind of annoying to me that we're not anti immigration were anti illegal immigration and there's a difference and that needs to be really communicated everybody it's not legal immigration war against it's illegal immigration and that's just my take on that yeah Chris and just before I let you go give us your your firsthand opinion of a border Wall I don't know what Wall or fence exists in your area I did just see that the new Mexico governor has pulled back the National guard troops who are situated there in your area they apparently Have been sent home but do you feel that a Wall is the top priority or do you think that that it's more holistic pitch that more ice agents border patrol agents drones and the like or could could suffice I don't think a Wall is a single silver bullet answer and it's not a Wall is a deterrent it helps slow down the flow but you need more boots on the ground you need more forward operating bases for the border patrol but the first step This process is getting a barrier that he can just can't just walk over only 13 miles of the new Mexico border has normandy barriers on it and all those barriers you can just easily step across the rest of the border fence is just a four strand barbed wire fence that anybody can walk across cut through or just go right over and it needs to be a more intimidating and more imposing barrier so that people can't just walk straight across into our country or drive the illegal drugs into our country Farmer Chris massey in out in the new Mexico area near the southern border great to have you with us today really appreciate you sharing your perspective certain we do hope that as these negotiations continue they can come to some sort of common ground around all different sorts of border security measures as they as they seek to put those in place thank you so much and we should say I'm here in the news Bureau in our fact check rim right not just immigration the President unleashed a whole number of claims Tonight that rain run the gambit from true mostly true lacking context and downright false or team has all those fact checks for you coming in right now on abc's news dot com they'll be coming all night as well and our catherine folders is here she's our White House reporter captain great to see you were taking a look tonight at one of the president's claims on the tax cuts plan we're gonna play the sound this is a key component of his pitch for the 2020 reelection campaign here it is we pay our stay massive tax cut for working families And doubled the child tax credit We virtually ended the Alright so give us the bottom line on this so much talk about the tax cut plan passed the White House said this was all about helping Middle class families but it's much more complicated it is it's very complicated and we rated this one specifically as lacking context because while the President said that his tax plan his tax cuts are helping working families while that's true in the short term in longterm multiple analysis have found that wealthier Americans and corporations will receive the largest benefits over time for example analysis done that wealthy Americans and corporations are well received large That's a large part because the corporate tax cuts in the bill were made permanent off the bat but exactly the tax cuts were set to expire exactly the individual tax cuts expire expire in the corporate tax rates remain permanent in Democrats already are jumping on this claim the President made camel harris for example has already tweeted out the President is leaving most Middle class Americans behind so while we while he is right in the short term it's much more convoluted and complicated than that all more about some of the news the President made tonight he did it on a number of fronts including announcing that his next summit with Kim jong moon will happen this month in Vietnam but he also made a big announcement today on the issue of health care in fact announcing that Aids H v and Aids is now a top of his docket he's offering a pretty ambitious goal mario's to end transmission by 2030 and we're joined now by seema seema trophy with with the Walker whitman Here in in Washington dc which is a great Organization been around for 40 years community health Organization just the kind of on the ground level eyes and years working with people specializing in v Aids give us your reaction to the president's big announcement today that he says this is gonna be a top issue goal for the remainder of his term or so first thank you for having me on behalf of whitman Walker and all the folks that we take care of we're so thrilled to be here I think you know the issue is gonna be an all of the details so it's interesting that the President is really focused on Tv how that funding comes through down through his budget is gonna be really important for us to pay attention but I think what the administrator Made pretty clear is that he isn't as focused on the community in fact he has led administration that's sort of hostile towards the community and many people living with a part of that community so they are we should say for folks at home this sort of caught a lot of people by surprise including the team and I were talking before the show that this sort of came out of the blue for this President he hasn't paid much attention to v and Aids one point one million Americans live with Tv one in seven don't know that they have Into the cd but it's interesting that you raise the issue of what the President is going to spend on it cuz mariah was you know very well having studied the budget that this President has actually propose cuts to a v and Aids programs in both domestically and globally and also hasn't even appointed an office the director of the office of National Aids policy in in significance proposing to get cuts to 10 gentle organizations and government agencies big cuts to government medical research at n I H and because at H s so interesting they're actually few points like this in the president's speech Democrats felt like they should stand up and applaud who wouldn't watch applied such an amazing exciting goal and landmark for this country same how Democrats want to applaud his haul to lower the price of prescription drugs and pay for paid family leave but there's the devil in the details there and this is an administration that has exactly been putting forward budgets that reflect those priorities for the summer for a group like yours whitman Walker health here in dc specializing in helping people They are struggling with each year being Aids how much does a presidential spotlight to help I mean just him saying the words from the podium in the House chamber I imagine it has some benefits well I think the largest benefit is an opportunity like this right where it's important for folks to understand that you can take a pill every single day and really reduce the chances that you'll become a positive that's unheard of for most people they don't understand the nature of the science and what we've been able to achieve in terms of each treatment and if you are Know your status get in health care engage in health care and be adhere to your meds and you'll live a long healthy life so so what's your wish list the President says he is aiming or setting a goal for the United States to help eradicate v in 20 years 10 years I guess 10 years it's ambitious what do you need what do you need from the us government to get that done that's a very good question we absolutely do deep more funding and we need more funding that focuses on the exposure prophylaxis that's at one pill once a day we need more funding to support the affordable care act and all the benefits that we had in terms of Expanding health care and access points why is that is that because people do with the disease draw from benefits with their health plans or well it's because people need insurance and the more folks who have insurance and more likely they're gonna get engaged in health care and take care of themselves so we really need to focus on keeping people insured in before we let you go and it's been a long night here for all of us I do do you think this is even possible I mean the big the big picture could could we actually come back here in 10 years and say wow maybe it wasn't all As a President trump but he set this benchmark set the wheels in motion and it would be a great thing it would be a great thing the scientific community in the public health community are completely aligned and so from from those perspectives are ready and we've been ready for a long time to achieve really reduced numbers of new rates but we've got a face of social economic socioeconomic disparities that plague our communities and help folks especially black folks latino members of the community and the community trans folks really get engaged in good health care seem a surfing with Whitman Walker health system here in Washington dc great to have you with us tonight thanks so much for coming in and and as we say goodbye to summer we're gonna go over now to our friend Frank lutz holster and focus group master who joined us this afternoon in the briefing room and frankie Chris sort of set the stage for the speech tonight a huge moment for the President yeah I think he told mary allison me this is his last big chance to reshape the narrative headed into the 2020 campaign did he do it I think he gave up a very strong speech I think he reset the narrative no I don't I think what he said Will be seen very positively by conservatives I think what he said will be seen negatively we'll have no impact on those who are opposed to him and there's only three or four percent of Americans that are actually undecided so no I don't think there'll be a change I do think that he communicated what he needed to in terms of working together of unity of cooperation and compromise and as a wordsmith the language that he used for the most part was as good as something as I would have recommended he's it will A very positive push for his base but I don't think he won over anyone who wasn't already with him at this point and Frank work I think we're gonna play a clip of your focus group that you had recently ahead of the state of the Union you brought together a whole cross section of Americans at your home in Los Angeles for vice news tonight on o it was quite a lively conversation but very telling about the state of our politics right now let's take a listen to a little bit of that how many of you think the shutdown Okay you realize that people are hungry in Washington that people are not getting paid and you won't think it's okay I don't think it's okay but I do think it's necessary because we cannot give in to a tantrum if you have a toddler a two year old and throwing a tantrum because it ain't getting what it wants you don't give in he had the authority to shut down the government for reason Nancy pelosi said no I'm going to call your shots okay the issue is Is Nancy pelosi Committee an act of treason by acting against the security of the United States and I said yes I don't think a Wall is is the right solution I do think border security is extremely important he can continue to shut down over anything that he doesn't get what he wants and that's what this President has shown us that's what concerns me so Frank we're 10 days from another potential government shutdown we didn't hear the President take that off the table tonight maybe it's unreasonable to think he would as he goes into this negotiation but you I think that it did you think he got the message that we heard there from some of those folks you talked to and that that that he'll steer clear here headed into this next deadline I love the I listen to that I'm obviously moderated and I'll say that advice not only do we have that mature but we had people literally getting up throwing microphones on the ground standing their ground against me with the level of hostility and those people watching tonight from either side I don't think any of this is gonna be positive for them because quite frankly Become so extreme and so ugly and so mean in our communication that when a President delivers a speech like he did and in an environment like this I don't think it has an impact I don't think that it lowers suggest Bell level I don't want to make one point here cuz I don't know if your viewers would have noticed because I was in the chamber how many times standing warrior stood up and applauded the President and how few times Nancy pelosi did exactly the same in fact hoyer was up as much as any other Democrat demonstrating a willingness to cooperate to compromise to work together and a lot of the Democrats Sat on their hand and similarly there are certain Republicans who were also willing to extend a hand to the Democrats this is a tough time for this country I do believe it's the right speech at the right time but that anchor is gonna continue it is we know you'll be tracking it Frank wants great focus for vice news tonight on a really great to see you hope you come back Frank thank you so much and mary else as we sort of close up our coverage tonight is we've really enjoyed the conversation happy to have everybody on the news like participating with us give us your big picture take away from this what what do you think of Where we go from here is our people gonna be talking about this speech in stacey abrams tomorrow morning is this gonna last the rest of the week or is this sort of a flash in the pan two things there one well for soft who knows with this administration and this news environment but two things I think people continue to talk about one how much Nancy pelosi had to say though she said absolutely nothing at all her ability to almost rolled her eyes to control her caucus to applaud and stand pointedly Times but mostly remain seated he really got that sense that she is commanding a commanding her troops and really at the helm there but there was another moment in particular one line from the President that I do think we'll have legs I feel will continue to talk about in the days and weeks to come and refer back to as the Democrats they're in Congress continue their investigations it was essentially a threat a threat against those impossible investigations that could threaten his term in his administration President said if there's going to be peace and legislation there cannot be war an investigation I think that was a pretty striking line from this President and there was also another line Me as we close tonight the President called on members on both sides to reject what he called the politics of revenge retribution and resistance and embrace a cooperation very interesting if that's his measure will others will the public will our viewers will voters hold him to that as he's calling on an end to those politics we know politics gets messy in this town they think things around on both sides but certainly is the President tonight laid out a new standard will things change not gonna be cynical here tonight abc's news live but we shall see an interesting night a big night here in Washington the President second Of the
